They absolutely know there was voter fraud.
You don't find a batch of 23,277 ballots which are miraculously all for the same candidate unless some serious election fraud is going on. You don't pause the counting with the vote count almost complete and one candidate having comfortable margins in pretty much every swing state, only for the other candidate to miraculously surge into the lead when the final few votes are counted, unless serious election fraud is going on.
Events like that are beyond the realms of statistical plausibility.
