Two weeks before the election, twitter made changes to the way retweets work. This was obviously designed to make it a little harder for important stories, and specifically stories which were damaging to Joe Biden, to go viral in the lead up to the election. Now that the election is over, twitter have announced that they are returning things back to normal.
This was the message from twitter on October 21st: "Hey everyone, we made a temporary change to the retweet function. When you hit the retweet button, you can either add a comment to quote tweet or leave it blank and hit the retweet button."

If it wasn't already obvious that this change was because of the election, twitter even admit in their original tweet that this was a temporary change.
